Linc Housing Starts Construction on New 64-Unit Supportive Affordable Housing Community in Los Angeles’ Watts Neighborhood

LOS ANGELES, CA – Continuing its mission to serve those underserved by the marketplace, Linc Housing announced the start of construction on Cadence, an all-new, 64-unit apartment community in the Watts neighborhood of Los Angeles. The new homes are for families and individuals who have experienced homelessness.
From saying ‘yes to Prop HHH to supporting more housing in their neighborhoods, Angelenos are coming together to bring our unsheltered neighbors indoors, said Los Angeles Mayor Eric Garcetti. Linc Housing is an vital partner in this work as we build the high-quality, long-lasting permanent supportive housing homeless Angelenos urgently need and deserve.
Cadence, located at 11408 S. Central Ave., in Los Angeles, will have 63 one-bedroom apartments and one manager s unit. Other features will include community room with kitchen, computer room, outdoor courtyards, indoor bicycle parking, offices for case management, and convenient access to public transportation, shopping and community services.
With funding support from Los Angeles County, residents will receive intensive case management to help ensure they thrive. Supportive services will include mental health and physical health services, employment counseling and job placement, education, substance abuse counseling, money management, help in obtaining and maintaining benefits, and referrals to community-based services and resources.
Linc is proud to start construction on our third apartment community in the Watts and Willowbrook neighborhoods, said Rebecca Clark, president and CEO, Linc Housing. This close proximity will allow us the opportunity to expand our community engagement work in the future by bringing our residents together for shared activities and resident services programming. Cadence is near Mosaic Gardens at Willowbrook, a 61-unit complex that opened in spring 2017, and Springhaven, a 100-unit building due to open later this year.
Funding for the development comes from a variety of sources including construction and permanent loans from Bank of America, $10.1 million in HHH Funds managed by the Housing + Community Investment Department of the City of Los Angeles (HCIDLA), $7.1 million from the Los Angeles County Development Authority (No Place Like Home funds), and tax credit equity from Raymond James. The project will receive rental subsidy from the Housing Authority of the City of Los Angeles. The California Endowment provided predevelopment support.
The new community was designed by Lahmon Architects and will be built by Walton Construction Inc. Construction of affordable housing has been designated an essential activity during the COVID-19 pandemic, and the construction team will follow recommended safety protocols to keep the job site safe. The development is due to be completed in late 2021. All units will be filled through referrals from the County of Los Angeles Coordinated Entry System (CES).

Integrity Housing and Phoenix Development Commence Construction on Affordable Housing Community in Santa Rosa, California

SANTA ROSA, CA – Phoenix Development Company, along with its developer partner, Irvine-based Integrity Housing, announced that they have closed financing and commenced construction on Dutton Flats Apartments, located at 214 West 3rd Street in Santa Rosa, CA. This once vacant lot will become home to a 41-unit affordable, multifamily complex designed to serve low-income families with children. Dutton Flats will provide high-quality affordable housing in an urban, infill location, benefiting future residents, the community, and the company’s investors.
The development team for Dutton Flats Apartments worked closely with the City of Santa Rosa and the Housing Authority of the City of Santa Rosa to develop a sustainable, livable community that will blend harmoniously with the surrounding neighborhood while providing a spark of architectural flair. The affordable community will consist of 41 units (40 units for tenants and 1 manager’s unit). Designed for families, all units will have ample living space incorporating a fantastic room with an open kitchen, dining and living area. Community amenities will include a community room, laundry room, technology center, bike kitchen, fitness center, children’s activity room and a centrally located picnic/BBQ area. The walkable property is located in the downtown Santa Rosa area and in close proximity to schools and employment. The building incorporates a bus shelter for ease of transportation to off-site services.
The project incorporates sustainable construction best practices, with an emphasis on energy and water conservation. The property will incorporate solar hot water heating, and rainwater harvesting to water the drought-tolerant landscaping. The units will feature Energy Star appliances, LED lighting, high-efficiency heating, and energy-conserving windows and insulation. Wherever practical, the project will incorporate recycled and repurposed materials.
Dutton Flats is owned by Dutton Flats, LP, consisting of Phoenix Development Company (Administrative General Partner), Integrity Housing (Managing General Partner), and Berkadia (Investor Limited Partner). Exchange Bank is the Construction Lender for $13,000,000, and a $3,100,000 loan from The Housing Authority of the City of Santa Rosa. The property is being built by Precision General Commercial Contractors, designed by KTGY Architecture and Plotting and will be managed by FPI Management, Inc.

Fairstead Announces $29.5 Million Acquisition of 123-Unit Federation Sunrise Senior Apartment Community in Sunrise, Florida

SUNRISE, FL – Fairstead, a fully-integrated real estate firm committed to the preservation of affordable housing, announced the $29.5 million acquisition of Federation Sunrise Apartments, a 123-unit Section 8 housing development for the elderly, located at 5010 N Nob Hill Road in Sunrise, Florida within Broward County.
Fairstead is plotting to embark on a multimillion dollar rehabilitation of the entire complex, including a full renovation of the apartments that will include new kitchens, baths, flooring, windows, and air conditioning units, as well as substantial site work focusing on the strengthening the building’s resiliency along with upgrading the community room, landscaping, and other amenities within the development.
