City, county OK apartments at former nursing home site

(RECAP: A multijurisdictional approval process has cleared the way for a conversion of a former nursing home on the Richmond-Henrico line into apartments aimed at alleviating homelessness. VSH is plotting the apartments as low-income housing, meaning for residents earning 50 percent or less of the area median income, and as permanent supportive housing for formerly homeless adults. The $30 million project would involve low-income housing tax credits from the Virginia Housing Development Authority.)
