(RECAP: Redevelopment plans for the abandoned Whittaker Memorial Hospital in the Southeast Community may be in jeopardy – again. In October, the Plotting Commission and Board of Zoning Appeals cleared the way for a Richmond-area developer to transform the historic hospital in to an apartment complex. The company plotted to close on the sale of the building in the first quarter of this year, and start construction this spring. But Jeff Hooper, a partner in the Richmond-area development group who presented to the commission, is no longer involved in the project. C’est La Guerre LLC, of Chesapeake, has owned the property for about a year. The same company had owned the property for a small time in 2004. If the ancient hospital remains undeveloped, it would be the latest in a string of redevelopment plans that have fallen through for the historic hospital, one of the largest blighted buildings in the Southeast Community.)
